I had a glitch once where the main menu didn't show up and launching the game just showed a black screen, and verifying the game files solved it. Have you verified the game's files through Steam? Doing that will redownload anything that might be missing. I honestly think the problem should clear up on it's own, but there may be fixes to expedite the process or finitely correct the problem -I just ignored it though because at the time the game was young with hardly anything at all for it that I could find I didn't mod at that time either. The baldy locks problem occured during my second play through ever if I'm not mistaken -not sure as it's been almost 10 years now. The issue is more than likely, therefore, not related to mods most likely and DLC definitely not.
Don't know what caused it, but I was not using any mods at all and had no DLC at the time. I dismissed it and kept playing only to, one day long after, notice everyone let their hair grow out again.
